These conditions include receiving reliable information about ballistic missile launches targeting Russia or its allies, or aggression against critical state or military facilities.
The threat of nuclear escalation has loomed over the conflict in Ukraine, with Putin and other officials warning of potential nuclear confrontation prompted by Western involvement, Newsweek has reported.
The focus has been on Russian tactical nuclear warheads meant for localized battlefield use, raising concerns about the potential for catastrophic consequences.
