The passes, checked via QR codes at entry points manned by officers, are necessary for both drivers and pedestrians.
Applications for passes opened recently, with requirements including proof of identity, address, and potentially additional documents like vehicle registration.
The policy, reminiscent of Covid pass systems, aims to enhance security following previous terror attacks in France, Metro has reported.
Zones prohibiting road traffic during the games are intended to facilitate the movement of spectators to and from venues.
The pass application is free, and existing ticket holders do not need an additional pass unless they wish to access areas in advance.
