The first shooting occurred at 3:40 p.m., when shots were fired into the crowd from a car, injuring nine people.
About 45 minutes later, a second shooting on a bridge killed two people and critically injured another.
Police are uncertain if the incidents are related.
Despite increased police presence, the shootings occurred in areas with large crowds.
Authorities are seeking tips and footage to help identify the perpetrators, CNN has reported.
