Fifteen Palestinian paramedics and rescue workers, including a UN employee, were killed by Israeli forces on March 23 in Rafah while attempting to aid colleagues.
Their bodies were later found in a mass grave.
The Red Crescent says they were deliberately targeted, with one found with hands tied.
Israel claims the vehicles moved suspiciously in a combat zone, The Guardian has reported.
The UN and aid groups condemned the attack as a violation of humanitarian protections.
