The memo authorizes military control over areas like the Roosevelt Reservation to support border wall construction and surveillance.
Excluding tribal lands, it allows the Defense Department to designate parts of the border as military installations, where migrants could be held for trespassing until deportation, CNN has reported.
The memo aims to bypass legal limits on military involvement in law enforcement by framing the areas as military zones.
