Critics, including the Campaign for Tobacco-Free Kids, warned the decision could reverse progress in reducing youth vaping.
Juul has faced past legal action over allegedly targeting teens, though it denies doing so, NBC News has reported.
The FDA previously banned Juul in 2022 but later suspended the ban during ongoing review.
