The Republican-controlled legislature passed the map, but it remains vulnerable to a ballot initiative or court challenge under the state constitution.
Cleaver has pledged to run for reelection and condemned the map as unpopular, Roll Call has reported.
With recent House elections decided by narrow margins, the redistricting could influence control of Congress next year.
