Protesters clash with police in Chicago while helicopters in Portland are targeted by lasers

The unrest came as a federal court ruled that National Guard troops deployed to Illinois by President Trump must remain under federal control but cannot yet be used for patrols or property protection, the Daily Mail has reported.
