Records reveal Minnesota’s long history with day care fraud warnings

A viral video has drawn national attention to Minnesota’s Child Care Assistance Program (CCAP), as allegations surface that some day care centers may be billing for absent children.

The video, released by Nick Shirley, shows him confronting several centers, claiming they were empty and alleging fraud.

Federal and state audits over the past decade have found gaps in oversight, including errors in 11% of sampled payments in 2023, and recommended better monitoring and electronic attendance systems.

Minnesota’s Department of Human Services has acknowledged these weaknesses and is expanding programs to strengthen oversight, while investigations and audits continue at the centers featured in the video, CBS News has reported.

Most of the visited centers are licensed, allegedly regularly inspected, and cited for safety or training issues—not fraud—though official investigation results are still pending.
