Shutdown threat looms as Senate Democrats pledge to block funding

A partial U.S. government shutdown is looming as Senate Democrats oppose a funding package that includes the Department of Homeland Security following the fatal shooting of a Minneapolis man by federal agents.

With government funding set to expire Friday, six of the 12 appropriations bills have already passed, but the remaining six—one of which funds DHS—are stalled in the Senate.

Democrats, led by Chuck Schumer, say they will support the other five bills if DHS funding is split off for separate negotiations and added accountability measures.

Republicans have so far resisted changing the package, and any revisions would require House approval while lawmakers are on recess, CBS News has reported.
