4 arrested after ICE protesters disrupt Portland City Council meeting

Anti-ICE protesters disrupted a Portland City Council meeting Wednesday, prompting Councilor Loretta Smith to describe the event as a “mini insurrection.”

The protest targeted a land-use agreement allowing U.S. Immigration and Customs Enforcement to operate in the South Waterfront neighborhood, criticizing the council for inaction.

Police arrested four protesters, including Susan Anglada-Bartley and Cole Donahugh, on charges of misdemeanor trespass, with some also facing disorderly conduct.

The council previously issued a land-use violation to the building’s landlord, who is appealing the ruling, which relates to ICE holding detainees longer than allowed, Oregon Live has reported.

Protesters demanded stronger protections for immigrants, citing federal enforcement tactics in Portland, and called for revoking ICE’s permit at the facility.
