Man accused of killing Iryna Zarutska on Charlotte light rail found ‘incapable to proceed’

A state psychiatric facility has found Decarlos Brown Jr. “incapable to proceed” in his murder case, delaying proceedings until his competency can be restored.

The evaluation, conducted at Central Regional Hospital, must still be reviewed and accepted by a judge.

Brown is accused of killing Iryna Zarutska in a stabbing on a Charlotte light rail in August that drew national attention.

His defense has requested a 180-day continuance, noting that he is currently in federal custody, which complicates state competency restoration and hearings, WBTV 3 has reported.
