The US Navy has submitted recommendations to the Pentagon regarding potential punishments for Democratic Sen. Mark Kelly for participating in a video urging troops to refuse illegal orders.

The Pentagon’s Office of General Counsel is reviewing the recommendations, though the details of the report have not been made public.
