Russia has warned it will carry out a “series of systematic strikes” on defense-related facilities in Kyiv in response to a Ukrainian drone attack in the occupied Luhansk region that reportedly killed at least 18 people.
Moscow said the attack on Starobilsk was “the last straw” and accused Ukraine of targeting civilians and committing terrorism.
Russian officials said the planned strikes will focus on sites linked to the design, production, and deployment of drones, many of which they claim are located across Kyiv.
Russia also urged foreign citizens, diplomats, and international organization staff to leave Kyiv and advised residents to avoid military and government facilities, Al-Jazeera has reported.
Foreign Minister Sergei Lavrov reportedly informed U.S. Secretary of State Marco Rubio of the plans and recommended evacuating U.S. embassy personnel from the city.
